The Daily Express understands that Lord Willingdon has been appointed Viceroy of India.—United Service. [Lord Willingdon has been closely associated with Indian affairs. He was Governor of Bombay from 1013 to 101!), and he was then appointed Governor of Madras, a position which he now holds. His remarkable success at Bombay lead to his return to India, thus establishing a precedent in the appointment of a retiring Governor in one Presidency to the Governorship of another Presidency.
