BOROUGH COUNCIL MEETING. Sept. 13. The General Purposes Committee of the Bovough Council met to-night. Present: The Mayor (Mr. J. W. McMillan), and Crs. R. H. Cameron, W. H. H. i'oung, A. Stewart, J. H. Thompson, T. Lawson, W. J. Newton, C. B. Walshe, and S. B. HunterCORRESPONDENCE. The Stratford branch of the Society for the Health of Women and Children wrote applying for the use of the shop recently occupied by the Electric Light Department on Saturday, September 25, when the society intended holding its annual spring flower sale. —Permission granted. The local Salvation Army Corps wrote asking the Council to consider the question of making contributions to the Salvation Army band and also to the copper trail for self-denial and local relief work. —The Council decided not to make a contribution to the band, but granted permission for 'a street collection to be taken up. The Mayor pointed out that the Council had already lent the band five or six of the Council's best instruments. The Waitaki Hospital Board wrote soliciting the Council's endorsement of a resolution asking that all sanitary inspectors work should be carried out by the health inspectors of the Public Health Department, and not by local bodies as was proposed in the Public Health Bill now before the house. —Endorsed. The Taranaki Progressive League notified that the Council's contribution to the expenses of the League was £lO 10s.—It was decided to pay the amount. The legal adviser to the Municipal"Association of New Zealand wrote stating that as a local authority could borrow money only for some undertaking it was authorised by statute to carry out, the Council could no.t borrow money to improve the domain. Section 49 of the Public Reserves and Domains Act, 1908. restricted the Council to payments on) of its ordinary funds. ■ In connection with the same matter. the Hon. D. H. Guthrie, Minister of Lands, wrote stating that Section 327 of the Land Act, 1908, authorised any local authority out of its funds to provide such money as it thought fit towards the maintenance and embellishment of any public reserve under its control. If the Council desired to raise a special loan for the improvement of the domain, special legislation would be necessary.— j Received. | . REPORTS. 'The engineer (Mr. C. E. Evans) Reported as follows: Fenton Street, between Juliet Street and Cordelia Street, and Cloton Road between Juliet Street and Ariel Street, have been scarified, levelled, and rolled down. The footpaths in Cordelia Street, Ariel Street, Orlando Street, Sylvia Street, Miranda Street, Portia Street South, Fenton Street East, and Page Street West had received attention. Culverts and crossings had been placed where necessary. The hollow in Orlando Street North had been filled in, and the footbridge removed. Five water connections had been laid. A start had been made with the formation work at Cordelia Street between Celia Street and the suspension bridge.—Received. The electrical engineer (Mr. E. F. Hollands reported that tho hydrostation plant was running well. The diesel station plant had had long day runs. The alterations to the power house were now complete, and preparations were in hand for the foundation of the new diesel plant. Several sections of the transmission and distribution lines were overhauled, and alterations were how in progress for better distribution between Juliet Street North, and Cordelia Street North, between Regan Street and Pembroke Road. Six new service connections had been made during the month. The units generated were; Hydro, 27,209; diesel, J)522; total 36,791. being a decrease of 2412 units as compared with the previous month. —Received.

The Works Committee reported that, tho Kailway Department had advised that they were prepared to put in a large culvert in Broadway North, provided the Council paid the cost as the Department alleged that the extra water had been diverted to the culvert by artificial means, and that the local body was responsible. The committee had asked the district engineer for an estimate of the cost, and was not yet prepared to make a recommendation. A petition had been received asking that the footpath in Fenton Street Wert should be asphalted between Broadway and Miranda Street. The committer recommended that the application be held over for consideration with the loan proposals. The. committee recommended that sufficient rimu timber be obtained to completely re-deck the Viotori i Bridge.—Adopted. The librarian reported that 32 nc*v books had been added to the library, and seven subscribers enrolled, making the total 189—Received. The alJbatoir manager submitted the foVowing summary of stock slaughtered during the month of August, the figures for the same period last year beini given in parenthesis: Cattle 152 (1?J>; ra'ves, 2 (4); sheep, 329(224); pigs, !, _ > (1); fees, £7O 14s ( £f>2 10s (id).
