The fourth scheme will be merely one for coastal protection, including three light cruisers, one flotilla leader, twelve torpedo craft, and eight submarines.

The cost of the first scheme will be £12,000,000 annually until 1027 The cost of the fourth scheme, will be £1,000,000 annually.
