ROUMANIAN PEACK TERMS. London, March 12. In the House oi Commons .Mr Balfour stated that the Government, had no iniormation that Japanese l'orces had arrived in Siberia, and he could not say when lie would he able to give information regarding the proposed Japanese intervention.
Peace between Uoumania and the Central Powers had not yet been ratified. The Government knew tilt- enemy terms before tliev were assented to.
