IRRITATING REGULATIONS. REPRISALS MAY CAUSE CRISIS. By Cable—Press Association—Copyright Received 8, 11.15 p.m . Berlin, May 8. The Foreign Office is reserved regarding the non-renewal of permits to French people residing in Alsace and Lorraine. They suggest that'there will be no general withdrawal of permits, but individual expulsions. The French population of Alsace and Lorraine is about eleven thousand. Received 8, 11.15 p.m. Paris, May 8. The news caused a wave of indigation. Proposals for reprisals include the expulsion of Germans from Paris. As they number hundreds of thousands, this would precipitate a crisis.
