RIGID REGULATIONS IN CHINA. WHOLESALE BRIBERY EXISTS. Times and Sydney Sun Services. Received 7, 5.45 p.m. Pekin, May 6. Rigid Government regulations place t'ho newspapers under police control, necessitating wholesale bribery to ensure a continuity of publication. The editor, publisher, and printer must be over thirty, with a clean record, and must be military or naval men, or an administrative or judicial official, or student.
