IN.CR.EASIXG IRRITATION. ARREST OF A SPY. By Cable—Press Association —Copyright. Berlin, April 17. Fresh charges of French insults to Germans, in the Riviera and elsewhere, are given prominence in the newspapers. The irritation is worse than at the time of the Agadir incident. Captain de Morel, of the Engineers, was arrested while inspecting a bridge over the Rhine at Spires. He denies espionage, and says he was merely spending his leave in travelling.
THE XAXCY EPISODE. Paris, April 17. fieneral Ogier, Councillor or State, examined the Casino employees at Nancy. I'hcy are unanimous in stating that the Germans were not subjected to violence. The Matin and Journal declare that whatever results from the enquiry, the Government mast take severe steps to prevent the recurrence of such incidents.
