Mr. Marshall, attacking the trusts, said they \v«re creating much discussion throughout the country. The trusts were slowly strangling opportunity, and men'were drifting into socialism. There was a feeling of failure with regard to the Goveriiine!ii''B efforts to regulate trusts. The people were tired of high tariffs, and a different economic policy every four years. ' .
