He outlined Lhe Federal platform, the chief planks being: A vigorous immigration and settleir.cnt, policy; freedom from the caucus or similar control hostile to liberty, whether political, social, or industrial; close and effective co-opera-tion with Britain and the self-governing colonics in the maintenance of naval superiority; increased encouragement of rifle clubs; national insurance on a contributory basis; the maintenance of the present tariff; restoration of sound finance; consolidation of Federal and State debts; electoral reform, including the restoration of the postal vote; the removal of undue restriction on the liberty of the press and political associations; the' control of trusts and combinations.
