ADDRESS BY LORD ROSEBERY. By Cable—Praes Association—Copyright. London, July 3. . Lord Rosebery, in opening the congress of universities of the Empire, said the Empire was bejted round with universities. Each had its own problems, parliaments and municipalities, but all looked to the universities to supply honorable, incorruptible and strenuous men. He hoped the congress would result in a permanent channel for inter-communica-tions and solve these problems. The congress debated the specialisation of universities and post-graduate study. Professor Allen, of Melbourne, argued that the Home universities should modify their regulations to assist colonial graduates desiring to continue their researches in Britain. Members of the congress were entertained at luncheon by the Government at the Savoy Hotel. Many notable men were present.

The- Universities Congress, Lord Curr.ou presiding, this morning introduced the problem of universities and technical professional education. Tt was announced that Oxford was framing a curriculum with a view to a mercantile career. Dr. Barrett (Melbourne) initiated a discussion on the exchange of professors of various co-universities of the Empire. He advocated a central bureau to arrange exchanges, and suggested that English professors should visit Australia, deliver a year's lectures, and conduct annual examinations, an Australian educationalist meanwhile taking up duty in .'England.. Mr. Balfour presided in the afternoon, when the topic was the special difficulties of Eastern universities. He said that the introduction of- Western knowledge was apt to bring catastrophe. The change was destructive to the traditions moulding Eastern life and character.
