When Councillor Smith, Acting-Mayor, rose to speak, Mr. McKenzie said Mr. Smith's conduct had been so discreditable that he preferred to deal with someone else. Mr. Smith: I think your remarlw quite unjustifiable for one who is a Minister of the Crown. The Minister: You can think what you like. That is my opinion. In the course of further remarks l , Mr. R.. McKenzie said that no honoraible man would have done what Mr. Smith had done. Councillor Smith: I protest. You have no right to speak of me like that. Mr. McKenzie: You had hotter be quiet or else I will order you out of the room. , Mr. G. T. Booth, chairman of the Christchurch Tramway Board, then made representations on behalf of the conference, after expressing regret at the incident. [The regulations were sent to Wellington City Council marked "confidential," and, after asking the Public Works Department to remove the "confidential" and receiving no answer, Mr. Smith handed the regulations to tie press.]
