The Law Journal, describing the campaign against the Declaration of London as fallacious and ill-informed, declares chambers of commerce, shipping interests and ad'mirab. are usually not well fitted to iippreciate changes in,international law. The paper adds that niore attention is due to the weight of judicial authority. Moreover, the Government lias undertaken to stipulate, in ratifying the Declaration, that the interpretative report be embodied in the agreement.
