Mr. Hughes, referring to Sir Joseph Ward's advocacv of a white ocean policy, said the Federal Government certainly approved of it, but Australia was in a different position from New Zealand. Australia had a line of mail steamers subsidised by the British Government carrying colored crews. New Zealand was untrammelled in that respect. He added that the application of the policy to a mutli-colored Empire was a matter of difficulty, though he would not say it was unsurmountable.
