"Pacificus," writing in the Times, defining ■'-Federal Home Rule," states that Federalists contemplate an Imperial Parliament consisting of Lords and Commons to consider the Imperial foreign policy, customs, defence, constitutional changes,:also certain powers of co-ordina-tion and revision, and veto in regard to acts of National Parliaments.

"Pacificus" admits that it is logical, if we are going to meddle with the ancient Constitution, that we ought to insist upon two Parliaments—one for the United Kingdom and the other for the Empire, wherein it will be practicable to secure representation of the overseas dominions. But the British are slow moving, and prefer two steps to one. Some Federalists desire two National Parliaments, one for Great Britain and another for Ireland. Others desire restoration of the Heptarchy and two lowland provinces, Ireland with four provinces, and "Wales undivided. The moderate opinion, however, favors four National Parliaments.
