Mr. Knox, American Secretory of State, regrets neither Britain nor Canada has placed America in possession of facts proving that the Dominion is entitled to most favorable tariff rates. He suggests a prompt opening of negotiations, as tlie maximums apply automatically on March .'iist.
Received February 20, 5- p.m. London, February 19. The Times' Washington correspondent says that if maximums are imposed Canada will retaliate, and America is ill prepared for a tariff war with any country. Canada is America's third best customer.
