I The river .Seine has risen 25 feet near tiie Louvre. Pendalnia is threatened. Pondegrenelle and Pone de l'assy are ciosed to tile public. The Seine is above the roadway nad is percolating through tiie embankment. In many places immense quantities of building material and cement, whicii were being discharged at the quays, 'were swept away. The electric light in the Chamber of Deputies was' rendered useless, the ma--1 chinery in the basement being under water. All the electric trams have stopped. Two thousand refugees, who were driven from their homes at Alfort, ajrived in Paris. All the rivers in France, except the Garonne and Dordognc. are flooded. Received January 20, 1.5 a.m. London, January 25. ■ The Times' Paris correspondent says it is scarcely an exaggeration to say that nearly half of France under water.
