FRANCE AND XHE M5\V SULTAN. Paris, August 24. It ia now considered tolerably certain that. France will not recogaisc Mulai Hafid until he accepts the terms of the Algeciras Convention. Meanwhile France and Spain will continue to carry out police duties in Morocco. Almost the only men who did net desert Abdul Azbiz were the men ol Hie French military service, including Doctor Verdoa. and Sergeant Balding. Tbese assisted Abdul to gain refuge in the French outposts at Setalat.
DIHJOMATISXS AWAITING INSTRUCTIONS. Received 25,10.40 p.m. London, August 25. Foreign diplomatists at Tangier have inquired of their Governments for lnstructions regarding the recognition of Mulai.
MULAI HAFIUB POLICY. 'A telegram, recently published by. the Matin state dtiiat "Mulai Hafid who is installing his followers in the houses of the officials of the Government of Abdul Aziz at Fez, is emphaeising the character of his reign by caußing all and electric light in his brother's palace to be torn down anif the portraits of European- sovereigns to be removed. Everything recalling European civilisation las, it is said, been banished from the premises of the new Government." The correspondent adds that after ".he liberal tendencies of the regime of Abdul Aziz there is now a sudl;n leturn to the fanaticism and barbarism of former times. A Casablanca telegram stated that emissaries lro'n Mulai Hafid had arrived at Settat, and were conducting an agitation ijiinst the French'among tae tribes v .nicii had .made their submission. The Paris Temps recently published evidence to show that Hulai Hafid, while professing a desire for a good understanding with France, describes hims-elf, in letters to native tribes, as having risen in reponse to Mussulman appeals ia order to drive out the foreigners.
