Lecturing on the "Exchequer of the war chest ill Britain, or a greatly increased gold reserve," Sir Robert Griffen urged the possibility .that some great war would break down the whole system of international credit. He emphasised that the banking position was one of real danger, for against the liabilities, which exceed nine hundred millions, the available reserves at the most did not exceed fifty millions, lie suggested that the Government should lake such measures with their own banking arrangements, and utilise their special relations with the Bank of England, as would enable the Bulk to add to its normal reserves in times of peace.
