Received March 25, 10.50 p.m. Berlin, March 25, In the Reichstag Prince von Buelow, Chancellor of the German Empire, delivered a speech on foreign affairs. He made unsympathetic reference to Sir Edward Grey's scheme of dealing with Mace-lonia, as jeopardising the Sulta'i's sovereignty, lie gave reasons for the anticipation that the concert of the Powers will lie maintained. He referred at great length to the Kaiser's private political letter to Lord Twee Imouth, First Lord of the British Admiralty, ami emphasised Hint it was a friendly and frank one, like that of one sailor to another. Prince Buelow declaimed that each country was _tititled to fix its own standard of national defence, and resented a section of the British Press talking of "the German danger" when the British navy was several times stronger than the Gcruiar navy.
