THE FEDERAL PARLIAMENT. Melbourne, March 21. lA Bill has been introduced into the Federal Parliament to enable the Commonwealth to retain tho balance of the unexpended fourth of the Federal revenue. The linancial proposals of the Federal Government include the taking over of the State debts incurred both before and after federation. The Premier, Mr. A. Deakiir," in referring to the old-age pensions question, I eaid that, in the event of the resources of the Customs and Excise Departments proving insufficient and a resort to direct taxation being necessary, he favored a tax on unimproved land values. .
