ANGLO-RUSSIAN TREATY

The Retch announces that the AngloKussian Convention is to lie ratilied o'l September 23, and published on September 2ti. According to a forecast published by the Ketch, the Convention provides that the Russian sphere of influence in Persia shall extend northward of a line drawn fl(.m .he jun. tinn of the A.glMiiistan, Persian, and Russian frontiers to Kasri Shivin, on the Turko-Persian frontier. The British sphere of influence will be to the southward of this line, from the junction of the frontiers mentioned above to IJenda Abbas. Each country binds itself not to hamper the acquisition of commercial rights, such as railway and mining concessions, etc., in the other's sphere of influence. The Ketch adds that while tlua richest I provinces fall to Russia's sphere, Great Britain is guaranteed against Russian extension in the Persian Gulf. Russia furthermore recognises the predominance of British influence ill Afghanistan, and agrees not to maintain a Diplomatic Agent there and to deal with the AngloIndian Government as intermediary. Regarding Thibet, the Retch says: "The Convention makes Thibet taboo to both Russia and England, only Buddhist subjects of either country desirous of seeing the Dalai Lama being allowed to enter. An exception is made regarding the British occupation of certain valleys, pending payment of the contribution exacted after the expedition."
