AMERICA AND JAPAN.
STATEMENT BY COUNT HAYASHI Received Nov. 8, 0.20 p.m. . Tokio, November 8. Viscount Hayashi, in the course of an 3 ' interview, declared the relations of Japan with the United States were as smooth and cordial as ever. Civilian lion and community of interests demanded lasting peace and friendship. He was sure the immigration question would be settled without friction. Japan proposed to control immigration to the. United States in a manner benefiting d- Japan and conforming to the wishes of al America, He was now taking steps m >n that direction. He added that Japan m was not solicitous for the emigration of al its people to any country.
