A remarkable circular has been issued by Mr Riley, the employees' representative 011 tlie Arbitration Court, lie attacks the recent High Court judgments, and in reviewing the lindings of the Arbitration Court, savs: *' The Arbitration Court has now become a nuisance instead of a beaclit to the industrial classes. All the penal and criminal sections of the Act remain, but all other sections, which give employers and employees opportunities of settling the conditions of their industries, have been practically destroyed. The Arbitration Coart is, however, as anxious as may be to do its duty, but it is harassed by judgments wiich leave it with practically no powers," He urges repeal or amendment of the ,U't.
