CHINESE ON THE RAND.

A BLUE BOOK ISSUED,

In the Blue Book issued with reference to the employment of Chinese on <ho Hand, Lord Sclbome describes the Chinese as being well cared for, housed, and fed, being permitted to freely wander over large areas of the Veldt. Me had inspected 16 mines, and Captain Majoribank's, his Aide, had in'pected. 10 others.

Mr Evans,, late Superintendent of foreign labour, had on his own responsibility permitted the managers to inflict slight corporal punishment similar to that given in schools in England for breaches of discipline and trivial offences, if administered after enquiry at which the offender was present, ind before a compound manager speaking Chinese. Lord Milner had not ob„ jocted to Mr Evans' action, but the permission had been abused.
