Divisions are also at Hekoutaio. •The railway at Chemulpo is prepared to transport twenty thousand Japanese troops to Dalny shortly, lor the purpose of traversing Seoul in a march against Vladivostock. The Japanese captured the American steamer Dollar, bound from 'Frisco to Vladivostock with a cargo of provisions and forage. Port Said advices state that some of the Baltic Fleet are expected, going homewards, shortly. It is reported that a portion will visit the Persian Gulf. Colonel John Hay, United Secretary for State, in reply to Count Cassini, Russian Ambassador, challenged Russia to submit to a conference of the Powers China's alleged non-fullilment of her duties as a neutral, and emphasized the manner those obligations had been fulfilled in the Askold case. ISSUE OF A BLUE HOOK. (Received Jan. 31, 12.11 p.m.) • LONDON, Jan. 30. General Mistchenko was wounded in the recent fighting. A Japanese force, after driving back a regiment of infantry and a brigade of cavalry -with twelve guns, occupied Saerhpan, twelve miles south of Heikantai. 'Russian unofficial telegrams show that the battle at Sandepu lasted all Thursday. The Russians lost 21 officers and lfiOO men, and were compelled to evacuate their position on discovering a strongly fortified compiled redoubt.
