PROPOSED CONSTITUTIONAL AMENDMENT.

New York, Feb. 18. The "New York Times's" Washington correspondent states that a proposal has been introduced into the House of Representatives for. a Constitutional amendment providing that the Supreme Court, upon a request by the House and the Senate, should decide whether the President of the United States is so incapacitated as to be unable to perform liis duties.
