MARTIAL LAW DEMANDED.
THE POLICE POWERLESS

Washington, July 23. A resolution was introduced "in the House- of Representatives demanding that the President declare martial law at Washington in order to prevent a recurrence of the race riots. It was declared that the police force in the city is unable to cope with the situation.
The chaplain of the House offered prayer that the riots should not recur.
