The League would exist as a court of a-> W fc° rfa^^ crudities. Neverthe less, he claimed that the Conference had Ifff^ many old wrongs, while he opuldl not think of any new ones which had been created. Moreover, they had established guarantees and securities as tar as human foresight permitted against a repetition of the past horrors. They had demonstrated to the world that national rights and liberties would not be trampled upon. The Treaty would be a lighthouse in the Jeep warning nations and the rulers of natons against perils upon which the Germ™ Empire had shattered itself. lhe Peace Ratification Bill passed third fame by 163 votes to 4.
