Paris, April 10. It has been decided that the League of Nations will supervise the Saar Valley for' fifteen yeajs. It is announced that Mr Lloyd George will go to London on Monday, address Parliament on Tuesday, and return to Paris on Wednesday. He expects that the final draft will be completed upon his return, subject to ratification at the plenary session. The Council of Four definitely determined the Kaiser's responsibility for the war, together with a means of bringing him to trial, probably by Belgium, but it is understood that the idea of executing Wilhelm has been eliminated.

Definite terms of reparation have been settled, tinder which one billion sterling must be paid within the next two years.

The Inter-Allied Commission will assess the remaining damages, which will be payable over a period of thirty years. Two of the greatest obstacles to a rapid attainment of peace are thus removed.

The Economic Cotmcil has called the attention of the associated Governments to the gravity of the present economic situation in Europe.
