London, April 7. A plot was discovered at Berlin for arming to overthrow the Government, and proclaim a Soviet republic throughout Germany.. Madgeburg was chosen as the centre of the revolution. It is not vet known how far -the Government will succeed in maintaining order.

A congress of Bavarian Socialists at Nurnberg declared by forty-two to eight votes against Soviet rule. Apparently the Red. regime is confined to the south.
