: London, April 7. Lord Wimborne, in an article in the ' "Pall Mall Gazette," outlines an experimental^ scheme of Home Rule without partition. He proposes equal representation of Unionists and Nationalists in the Irish Parliament by granting extra representation to the minority or nominating enough Senators to secure equilibrium at joint sessions. Such equilibrium would compel the parties to bury religious and racial quarrels, as otherwise no Premier would be able to secure a reliable working majority. The experiment could be tried for a stated period. Either party would be empowered to withdraw thereafter if dissatisfied.
