(Received April 10, 8.30 p.m.) London, March 31. Dr. Dillon, the "Daily Telegraph's" Paris correspondent states that M. Ciemenceau early desired the annexation of the Saar Valley, which the British and Americans deprecated, considering that it contained the germs of future mischief. An animated debate resulted on two proposals, first the British undertaking to hasten to Prance's assistance at the first alarm, and second, the establishing of a permanent inter-Allied vigilance board in Paris, which would watch -the Germans' movements.

The French delegates questioned the value of the British undertaking if conscription wgre abolished. They continue to claim military occupation of the Saar Valley until the debt is discharged.-

Meanwhile 'Bolshevism threatens to spread in Bohemia, where the soil is favourable, and in German Austria, where it is unfavourable. The Poles are loss liable to Bolshevism, but are "threatened by" the Ukrainians. The Magyars and Germans are forming an anbi-Polish union.

: War and preparations for war are the 'continuous accompaniment of the peace concert. The Czecho-Slovaks 1 have issued a mobilisation order, and l ■Roumania is steadily mobilising. ,Hal- ■ loi-'s Polish army is about "to proceed to r ,Konigsberg. The Hungarians are pre-paring-to atac-k Roumania. The Allies will probably put up a fight at Odessa, where food will be exhausted by the end' of, April.
