AMERICAN DISSATISFACTION.

THE NEW FRONTIERS.

TERMS OF THE AGREEMENT.

•'((Australian and N.Z.. Cable Association)

Paris, April 7. President Wilson is still absent from the Council of Four. The latter considered General Smuts's report from Budapest. It is understood that the Bolshevist Government controls Budapest, but not the rest of the country. The Council also discussed reparation*

Full agreement was also reached by the Committee of Three on the Saar "Valley formula and the Rhine frontier, which the League of Nations; is drafting. The Committee considera'biy rearranged the articles, which the full Commission will probably consider, tomorrow, when amendments dealing with the Monroe Doctrine and; Japanese equality will be dealt with. It is announced that the transport of Gor.cral Holler's troops across Germany begins on the 15th. It is expected to occupy ) two months. For a. reason unknown the Dutch Government has not yet appointed delegates to discuss the revision of the Bel-go-Dutch Treaty of 1839. - Mr Murdoch states^ that American headquarters announces that President Wilson has ordered his steamer to be ready on: April 20th to convey him hdmeward. .

The announcement is regarded as another threat over the Conference's head.

President Wilson's adherents have been blaming certain delegates for fluctuations of attitude and indecisiveness regarding the , new frontiers taking shapp in the Central Boundaries Commission's workrooms. .

It has finally been, decided that Belgium shall have the Moresnet, Eupen, and Malmedy districts, whilst, in return for certain Scheldt adjustments^ Holland will be asked to accept the •■• Cleve' and Geldern districts from Germany. The Bulgarian seaboard passes towards Greece, but within three months of peace Bulgaria will decide whether she wishes access seaward through Salonika, Dedeagatch, or Kavalla^ whereupon Greece will guarantee Bulgarian rights under the supervision of the five Powers.

Greece will also guarantee religious liberties, especially tot Moslems, and safeguard ethnical minorities. Bulgarians over 18 years of age have a right during the two years following peace to choose Bulgarian nationality, whereupon they will be given a year iv which to move to Bulgaria with their personal property. The Council of Four met at Mr Lloyd George's residence.. President Wilson was absent.

Rumours that President Wilson is abandoning the Conference are beinocirculated, but are little credited. The "Matin" denies differences between the American and French viewpoints concerning financial reparation trom Germany. The afternoon session of the Council of Four was devoted to questions of responsibility for the war. ata siirwsx. wm be unaWe *°'
