It was concluded on January sth.in Rosa Luxemburgs room, in, the presence of Liebknecht and Radek, acting on behalf of Lenin The latter undertook to recognise Liebknecht as President of the Orerman Soviet Republic, and'to ■furnish important funds for Spartacus pro. paganda, supply trained agents, and to °rder the Russian Soviet army to cross the German frontier to support a simultaneous rising at Berlin. Liebknecht was .pledged to establish a Soviet Government and raise an army of half a million, which would be placed under the War Commissary at Moscow. The murder of Liebknecht disarranged the concerted plan. It is believed that Ebert is toying with this agreement, and even threatens to ratify it with a view of intimidating the Entente.
