Under the regulations relating to teachers' salaries, a deduction of 10 per cent, is made from the salary ot nead or sole teachers, or those engaged as assistants, who are \incertificated. Recognising that many young men who went on active service probably woiild have been able to quality for a certiiicate if they had not been absent" on service abroad, and in order to assist these returned soldiers, the Hon.
