Germany for some days has boon con^ siderfng unrestricted submarining. It Is recognised that continuance of this is highly inadvisable, and might lead to the breaking off of negotiations. • ,
It is likely that the Admiralty will issue orders considerably restricting tho scope of U-boats' activities.
