Amsterdam, Sept. 26. Yon Payer, speaking, in the Reichstag, said that the Brest Litovsk treaty I must stand. It would not be submitted to the peace confernce; Yon Payer did not attempt to dis- . guise the fact that Germany intended that Poland and other former Russian States, must not be completely independent, but must incline towards Germany |in Germany's interest
