The Kaiser on September :10th ordered all Germans in Russia fit for duty to join the Soviet troops and oppose Japan and the Allies, who threaten to restore the Eastern, front.

A Vladivostok correspondent writes that the Czech commander. Garda, interviewed, emphasised the significance of the Kaiser's warning, and -stated that the organisation of the Russian armies behind the Urals was proceeding apace. Already, an, army of IoO^OOO had been mobilised, although at present it lacked essentials of military equipment. Three divisions were- immediately needed to hold the Urals and allow the organisation to continue. In the meantime the Gorman tentacles had closed on the Urals. The Government at Omsk had proved sufficiently strong to restore the civil administration throughout Siberia.
