The Federation declared its I u.n^-uaUficd determination to do all in j il'-i power to assist tho Allies in marshalrlihg their resources to drive the Central Pcv-CiS from the invaded1 soil, and oppose them so long as they "were nob j controlled by the militaristic and auto- | cratic Central Governments v.hielx j threaten the existence of all self-go-i vorning peoples. The Federation en--1 dorsed President Wilson's £purtee» I peace conditions. The people had earned the right to wip-^ cut all vestige .of | the old idea that government belongs Ito the governing classes. Therefore the ! workers must be directly represented in | the delegations formulating the peace j treaty. The American mission declared! I that the fundamental principles vdiiek I mnst und-erlie the peace treaty included' I a league of the free peoples of the world |to secure justice and pence in the relaI tions between nations. There must- be |no political or economic- restrictions [ meant to benefit, some nations and j cripple or embarrass others. Thero need be no vindictive indemnities or reprisals,, but thero mu,st be indemnx- : ties to right manifest wrongs. There 1 must be recognition of the rights of j small nations, but no territorial changes or adjustments except in furtherance of the welfare'of the people affected and lin furtherance of world peace.
