Paris, Sept. 18

M. Clemenceau, speaking in . the Senate, said the Government desired to honour the splendid soldiers of the Entente by whose' efforts we would be freed from the subjugation of barbarism. For half a century peaeoful France has not known half a day without the threat of war. Those days had passed in slow suffering. The frightened Germans now understood the sort of men they had to face. The world had witnessed the atrocities of the.German soldier, and would- not forget them. There would, be ho victory unless the criminals paid . fully" for their terrible crimes. The account would bo pre r sented and paid. After, four years of war the fortunes had changed, g.nd .the Kaiser's armies were retiring before the free and enlightened peoples of the world. Fran-ce was looking for peace, but one which gave justice to the survivors of the abominable past.
