The Bolsheviki Informed the Danish, Swedish, arid Norwegian Consuls that the Soviet Government was willing to exchange Sir Robert Eockhart and Ins suite if the safety of Litvinoff and all the Russians in England was guaranteed by Sweden, Denmark, Norway, and Holland.
