. Czechs, Cossacks, and Germans bar the roads to the national food supplies, while the Soviet's internal enemies blow up bridges and organise disorders to hamper the distribution of what little food the Soviets possess1.
The Germans, while they can, arc trying to wring money from a desperate Government which struggles 'to keep control. The Germans know Russia cannot pay, and they want to strengthen their hold on their unfortunate debtors.
