Ti ««x- New. York, Sept. 10. The ">ev. York Times' " Pekin correspondent states that bandits attacked .Changsin, on the Korean border, and set fire to the city. The inhabitants are fleeing. The Chief of Police and other officials wore made prisoners. ; Japanese police are pursuing the bandits. The correspondent adds that Allied Ministers and other officials despatched troops towards Harbin. Continued revolutionaries' successes inSouthern China endanger Fumien and Amoy.
