(Received .Sept. 8/7.25 p.m.) London, Sept. 5 ) The '-Cologne- Gazette" frankly admits that the German home front is weakened by the reserves in France, and blames the "Wolff Bureau for letting J the people believe that the enemy would a never recover from the blows in March 1 and April, The people have thus been f bnoyed with falso hopes. Moreover, it i complains that they were similarly misinformed as regards the effects of submarinism and the peace with Russia and ; Rcumania. It quotes a. semi-official I German telegram of April 16th announc-' - ing enormous captures of clothes in ; Russia, Italy, and North France, and i representing the booty in 3-übber and I ( copper as sufficient for Germany for a year.' . "Can it be wondered at," it continues, | "that there should be disappointment, and mistrust when we are asked to part with our clothes and door handles to cover urgent needs? Our patience gets ! worn out by such camouflaging of the facts." After admitting that the Allied air' attacks do produce the effects which the enemy intend., the writer proceeds to admit that "despite the submarinism we . are not within measurable distance of .so cutting off the enemy's applies as .to render their means of subsistence as scarce as ours.". !
