Mr Charles Grasty, writing to the "New York Timeß" from Paris, says the collapse of Russia frees the German fleet in the Baltic.
The corsensus of opinion, he says, is ifcat optimism regarding the control of submarines is prematuTe. The situation presents a fresh naval problem for the Allies.
