SITUATION IN FINLAND.

UKRAINE TREATY WITH

The White Guards' headquarters report that they are in possession of three-fourths of Finland, though the Red Gfards are very strong, and have a large army near Vilpula. Severe fightirg is expected.

The TJkraine-,peac© treaty secures the maintenance of the pre-war frontiers between. Austria and TRussia, and the evacuation of occupied territory as soon as tie treaty is ratified by both parties. There will be no repatriation or indemnities on either side, but mutual exchange of surplus agricultural and industrial products will be made before July 31st. A\. special commissiorj will fix the quantity, quality, and prices. The general Russian tariff of 1903 will be maintained.
