At Brest Litovsk Conference the president of the Russian delegation stated that Russia, while desisting from signing a formal peace treaty, declared that she had ended the stale of war with Germany, Austria-Hungary, Turkey and Bulgaria, and was giving orders for complete demobilisation of the Russian forces on all fronts.
