It is reported that Austria has declared her readiness to conclude peace with Russia and accept a democratic programme except self-determination of nations.
The Bolsheviki are contemplating a formal declaration of war against tie Ukrainians. It is reported that Bolsheviki troops' have surrounded Kieff.
