In an insolent and bombastic speech in the Reichstag, the Imperial Chancellor outlined Germany's peace terms, revealing a more far-reaching policy of annexation than h(4S previously been suggested by the most aggressive Pan -'Germans. The retention of Alsace-Lorraine and the surrender by Britain of her most important naval stations are among preposterous cUmands which have excited general derision. The Austrian Premier committed Austria to a no-annexations no-indemnities policy so far as Uussia is concerned. Internal troubles continue in Austria, Affairs in Eussia are drifting towards unrestrained anarchy^ The Bolsheviki leaders threaten a general massacre of their opponents.
