PROCLAMATION TO THE POPU-
LACE

London, Dec. 12,
Sir Edmund Allenby's telegram added that the populace of Jerusalem received him "well. A proclamation in various languages was read to the 'populace from the steps of the citadel, and war. posted on wnlls. It was addressed to the inhabitants of Jerusalem the Blessed and the people dwelling in ' its vicinity, announcing that the eifcy was placed under martial law, which would remain in operation a-s long as military considerations made it necessary.
"However," the proclamation continued, "lest any of you shov.lu be alarmed b\' reason of yonr experience at the hand's of the enemy, I inform you of my desiro that every person should pursue iiis lawful business without iVar of interruption.
"Furthermore, since your city is regards with affection by the adherents of the three great religions of mankind, and it£ soil has been consecrated by tho prayers and pilgrimages of multitudes of devout people of these religions ; for many centuries, therefore do I make known to you that every sacred building, monument, holy spot, shrino, traditional site, endowment, pious bequest, or customary place of prayer of whatever form" of the three religions will he maintained and protected according to the existing customs and beliefs of those to whoso faith they are sacred."
